Brazil's Ministry of Finance will publish new regulations for betting advertisements on Friday. Minister Dario Durigan confirmed that the rules will mandate specific warnings and restrict how experts promote betting services.
Advertising Restrictions and Penalties
The new ordinances require all betting advertisements to display Ministry of Finance warnings, similar to those found on alcohol and cigarette packaging. Messages will include statements such as "betting makes you lose money," "betting can cause addiction," and "betting is not an investment." Operators are prohibited from creating a sense of urgency or presenting betting as a financial solution for families.Regulations also target media content and commentators. Experts and play-by-play announcers are forbidden from using their authority to encourage betting or claiming specific bets are the best choice under the guise of technical backing. Additionally, the Ministry of Justice will issue measures against illegal operators.
Media outlets are banned from advertising companies not authorized to operate in the market, with the government maintaining zero tolerance for unauthorized entities.
Non-compliance with the new rules will result in significant penalties. Betting operators failing to adhere to the regulations face fines of up to 20% of their revenue and a suspension of activities for 180 days.
The government initially announced plans to modify betting advertising practices in late June. The specific ordinances were scheduled for release on the following Friday.
